Reporting to the Associate Director for Resettlement, the Senior Program Officer for Resettlement will lead the work of the Reception and Placement (R&P) post-arrival team through interpreting and implementing the R&P Cooperative Agreement and ensuring full and timely compliance with all requirements therein. This work will be carried out through writing federal grant reports for the State Department, the creation and dissemination of external-facing R&P and community engagement materials, and the professional provision of training and technical assistance (both in-person and web-based). This individual will play a leadership role in the annual R&P proposal process. The Senior Program Officer will work closely with team members to ensure R&P data and outcomes are used to inform programmatic decisions. This position will supervise two Program Officers, providing oversight to all aspects of the R&P post-arrival activities including co-sponsorship, volunteerism, and community engagement. This position requires bold creativity and innovation with strong expertise in the R&P program.

  • Provide strategic direction to the R&P post-arrival team.
  • Support the opening of new program affiliates.
  • Interpret and analyze all changes to the Cooperative Agreement each year, ensuring all LIRS tools and systems are updated
  • Oversee the maintenance of the R&P space on LIRSConnect, IRIS, and other R&P systems
  • Write LIRS' quarterly and annual reports, with input from other colleagues
  • Maintain close relationships with LIRS' IRIS team to ensure continual quality reporting
  • Use data to inform programmatic decisions working in tandem with the R&P Pre-Arrival and R&P Quality teams.
  • Oversee community engagement initiatives and support to the LIRS network
  • Oversee R&P training for the network, including training for New Directors and annual conferences.
  • Oversee the tracking of network-wide R&P training and reporting to the network
  • Oversee R&P network engagement efforts to include an R&P community of practice for case managers and resettlement directors
  • Oversee the quality assurance process of R&P activities
  • Provide expert technical assistance and guidance related to affiliate real-time service provision challenges, community engagement, affiliate site monitoring visits, reporting, and client inquiries as it relates to R&P
  • Work collaboratively with team members to complete R&P compliance requirements around Quarterly Consultations, Accountability to Affected Persons, community engagement, and establishing network-wide standards.
  • Represent LIRS during meetings and convenings with external stakeholders
  • Maintain strong partnerships with the LIRS network staff and directors
  • Contribute bold creativity and innovation to the unit with the ultimate goal of strengthening the LIRS R&P network
  • Other duties as assigned by supervisor.


  • Undergraduate degree in social work, social sciences, non-profit management, or related field; graduate degree preferred.
  • A minimum of five (5) years of experience implementing the Department of State's Reception and Placement Program, management experience required
  • Experience working with refugees, immigrants, or limited English speakers, required.
  • Experience in interpreting contract compliance, developing and delivering training, and providing technical assistance to service providers and staff, required.
  • Ability to write and edit reports and interpret technical requirements.
  • Ability to establish effective relationships with colleagues and partners.
  • Excellent communication skills
  • Outstanding organizational skills and ability to manage multiple projects simultaneously with attention to detail.
  • Strong proficiency in Microsoft Office applications, knowledge in database management, and other computer applications. This position will require managing several web-based platforms.
