Reporting to the Senior Program Officer for Quality Assurance for Foster Care, the Foster Care Program Officer for Compliance and Quality Assurance will provide compliance CQI services to headquarters and program staff serving unaccompanied immigrant children released from federal custody. This position can be remote with occasional trips to Baltimore as needed.

  • Work closely with the Foster Care Quality Assurance team to evaluate partner programs for compliance to ORR policies and procedures
  • In conjunction with the Data Specialist, analyze weekly compliance reports to identify areas of non-compliance
  • Monitor the ORR portal for ongoing compliance with active cases
  • Communicate with partners for correction in areas of non-compliance and track communication and follow-up
  • Create monthly compliance summary report to be shared with Program Officers and partners
  • Provide compliance reports and partner progress to Monitoring and Evaluation Program Officers for annual monitoring
  • Assist with site monitoring activities including reviewing case physical files and personnel files, conducting individual interviews with program staff, and inspecting residential programs for compliance with all ORR policies and procedures
  • Assist the Data Specialist with UC arrivals, discharges, and ongoing reporting and data collection as needed
  • Collaborate with QA team to standardize, update and improve monitoring tools and checklists
  • Create Standard Operating Procedures for Continuous Quality Improvement
  • Assist with LIRS internal Quality Assurance procedures
  • Identify potential training needs and program challenges for the development of materials, resources, and tools to enhance the delivery of program services in accordance with recognized child welfare standards, LIRS best practices, and LIRS/ORR policies and procedures implementation
  • Assist with writing reports
  • Other duties as assigned


  • Master's degree in Social Work or related Behavioral Health Science is required
  • Minimum of 3 years progressive experience in program management serving children and families required
  • 2 years of progressive experiences in federal grant management including subrecipient monitoring required
  • Experience in nonprofit governance, administration, grants management, and compliance.
  • Excellent writing skills required

Special Position Requirements

  • Licensed or license eligible strongly preferred
  • Spanish language ability strongly preferred
  • Up to 50% travel Required
  • Valid driver's license required
  • Must be able to pass an FBI background check as well as a CA/N check for every state in which they have resided in the last five years.
