This position will report to the Assistant Director for Refugee Pre-Arrival Services. The Program Officer for Pre-Arrival (Afghan Parolee Support Program) will support the Pre-Arrival Services Unit in leading the development of a strong foundation for the successful placement of Afghan parolee clients throughout the LIRS network. As an essential function of the Department of State Bureau of Populations, Refugees and Migration's (PRM) new Afghan Parolee Support Program (APS) program, this work will be carried out through accurate, timely, and responsive technical processing of cases. You will work directly with the program funders, external stakeholders, and affiliate partners within the LIRS network to achieve this goal. This temporary position will be fully remote with the contract from September 2021 through March 31, 2022.

  • Manage the completion of timely and accurate pre-arrival processing activities as required in the ASP Reception and Placement Cooperative Agreement C
  • Collaborate with the Pre-Arrival team and leadership to place cases within the LIRS network
  • Research and respond to inquiries about LIRS cases.
  • Track and document program activities to support program planning through data analysis.
  • Develop and present professional training for the network on relevant programmatic topics
  • Provide support and technical assistance to the network on ASP pre-arrival functions
  • Manage pre-arrival ASP resources for the network on LIRS' extranet
  • Process case transfers between LIRS and the other Resettlement Agencies (RAs)
  • Cross-train and provide support for other pre-arrival work, including travel and allocations.
  • Additional duties as required.


  • Undergraduate degree required in combination with a minimum of 3-5 years of related work experience working with the Department of State's Reception and Placement Program or related programs.
  • Experience with database systems
  • Excellent MS Office Suite skills, particularly in Word and Excel.
  • Excellent oral and written communication skills.
  • Ability to collect, organize, analyze and disseminate significant amounts of information and data points with attention to detail and accuracy while adhering to compliance standards.
  • Ability to work independently while demonstrating flexibility to adapt to the needs of the team.
  • Experience with and commitment to working in a fast-paced and diverse work environment.
