Reporting to the State Grants Manager, the Ukrainian Humanitarian Parole (UHP) Case Manager will provide outreach, case management and referral to supportive services to newly arriving Ukrainian parolees.


  • Provide client-centered case management services to newly arrived Ukrainian parolees, including assistance with enrollment for benefits, health services, employment services, and English language training.
  • Work to connect clients with supportive community networks and support systems to ensure self-sufficiency.
  • Provide cross-cultural information and orient parolee families to their new community.
  • Maintain case files and submit written programmatic reports.
  • Develop a UHP outreach plan, engage in public speaking, and ensure those seeking support are connected to services.
  • Adopt standard operating procedures to ensure quality support to Ukrainian parolees in North Dakota.
  • Attend stakeholder meetings and work with community partners to learn about resources for parolees and make referrals as needed.
  • In consultation with the LIRS State Grants Manager, ensure close collaboration and coordination with the State Refugee Coordinator's office regarding efforts to support Ukrainian parolees.
  • Advise management team of any issues arising from sponsors and parolees.
  • Ensure that parolees are being served in a linguistically and culturally appropriate manner and provide education and advocacy when necessary.
  • Other duties as assigned.


  • Bachelor's degree in a Social Work or behavioral/human services field with experience providing case management and/or social services preferred or an equivalent combination of education and experience.
  • Knowledge and understanding of refugee resettlement systems, or other relevant cross cultural experiences a plus.
  • Ability to maintain a pleasant, customer-centered demeanor and professional image under a variety of challenging situations.
  • Proficient in the use of MS Word, MS Access, MS Excel and database programs.
  • Ability to work efficiently in a fast-paced environment, troubleshoot, and follow projects through with attention to detail.
  • Ability to work as a team member and independently, with high level of self-motivation.
  • Exceptional interpersonal skills, including keen listening ability, relationship building and community outreach.
  • Desire to connect with people from diverse backgrounds.
  • Must have reliable transportation, clean driving record, and valid insurance and be able to travel locally as required.
  • Fluency in Ukrainian language is highly preferred.
  • Cross-cultural or international experience preferred.
  • Deep commitment to LIRS' core values and ability to model those values in relationships with colleagues and partners.
